INTRODUCTION
The development of the Strategy is based on the basis of the authors’ methodological toolkit. Issues of formation of a regional innovation policy in Ukraine based on glocalization concept are studied by Doctor of Economics Iermakova O.A., socio-economic development of the regions in terms of their capitalization, in the aspect of using investment and innovation levers, institutional support – Doctor of Economics Laiko O.I., innovation development of local markets – Doctor of Economics Nikishyna O.V., features of ecologization of innovation development – Ph.D. in Economics Hetman O.L.
The proposed methodological toolkit provides a differentiated approach to the formation of regional innovation policy, in particular, to diagnose the state of innovation development of a region, to identify scenarios and relevant tools, that are focused on achieving strategic vectors and tasks, including the development of a regional innovation system, ensuring its market orientation and ecologization. Conceptually, these tasks are structured by glocal components: local development, global integration and institutional support.
The Strategy is build on modern challenges of the innovation development of countries and their regions, in particular the following:
1) glocalization – in innovation field it is manifested through the integration of regional innovation systems to global networks through numerous integration channels;
2) “smart” economic growth based on innovation;
3) competition based on innovation advantages, that is especially true in a global crisis;
4) ecologization of innovation development;
5) decentralization, interregional cooperation;
6) nonlinear model of innovation creation;
7) new industrialization;
8) Quadruple model of innovation: business-public authority-science and education-society;
9) impact investments and social innovations;
10) mobility of human resources, new competencies.
The development of the Strategy is based on the following general and domain principles:
– systematicity: ensures effective interaction of innovation system institutions and creates a favorable innovation ecosystem that encompasses favorable basic business conditions, effective tax, trade and investment environment, providing key factors for innovation production and introducing special incentives for innovation. Institutions of regional innovation system according to their functions in the system are classified into four groups: 1) institutions of state regulation in the field of innovations (regulatory institutions, state financial incentives for innovation, institutions of non-financial stimulation of innovation); 2) institutions that generate and consume innovations (entities of demand and supply of innovations); 3) institutions of market infrastructure in the field of innovations (financial institutions, production-technological and informational institutions, commercialization of innovations); 4) institutes of human sourcing in the field of innovations;
– multi-level governance (a vertical coordination): is based on a subsidiary approach, including national, regional, sub-regional and basic levels;
– sustainable development: taking into account social, ecological and economic guidelines for innovation development;
– effectiveness: achievement of quantitative and qualitative goals and objectives of innovation policy.
Domain principles (implemented in the context of glocalization) include the following:
– dialectics of global and local dimensions: in the innovation sphere, the processes of glocalization are manifested in the complementarity of local factors of innovation development, in particular the unique innovation environment, human and social capital, with global factors of innovation development;
– priority of national interests (at the national, regional, and basic levels) in comparison with the needs of foreign markets;
– convergence: achieving a non-divergent level of meeting the needs of stakeholders through the effective usage of traditional specialization or smart specialization, which will increase the level of innovation development of territories and cohere their role in the innovation process to each other;
– cross-sector cooperation (a horizontal coordination): equal partnership and developed communications among all participants in the innovation process, namely: government, business, innovation generation institutions, innovation consumers, as well as interaction among regions at the national and international levels -interregional and cross-border cooperation;
– cooperation and creation of extended value chains by all participants of innovation development, with the possible formation of enlarged business units (clusters, associations, consortia, etc.) or on a contractual basis;
– participation: involvement of all stakeholders in the economic, social and ecological aspects in the processes of innovation development;
– authenticity and uniqueness: taking into account the features and specific capabilities of a region for its innovation development;
– resource availability: provision of innovation activities with appropriate resources (natural, financial, human, technical, information), both from local and global sources, by facilitating access to them and creating opportunities for their usage;
– adaptability of regional innovation systems to constant changes caused by innovation development.
